HV Safety Management Systems Review and Recommendations

GLNG Operations Pty Ltd is the operator of the Santos GLNG Plant & Port Curtis Island project, listed by CNN Money in 2012 as the world’s 9th most expensive energy project (US $30B). They engaged Voltex Power Engineers to perform a compliance review of the principal contractor (Bechtel) Isolation & Access procedure for High Voltage installations against current Statutory QLD HV & WH&S Acts, Regulations, ESO Codes of Practice, Australian Standards, Australian National Guidelines Codes of Practice and Industry best practices.

This review included:

• statutory non-compliance listing, observations and recommendations,
• identification of any certification training required including review of current site personnel training qualifications and authorisation levels,
• review of current on-site HV switching procedures implementation and site specific HV switching documentation.
